Marcia Watson

Marcia gained professional experience and developed a passion for proposal management during her early career at General Dynamics Information Technology. Her true calling, however, is supporting small disadvantaged businesses (SDBs), especially Native Entity-Owned organizations. This passion was piqued in 2014 when, as a program manager, she supported the SBA Office of Native American Affairs providing training on the 8(a) program to Native American Tribes, Alaska Native Corporations (ANCs), and Native Hawaiian Organizations (NHOs).

Marcia is an exceptional leader in the fields of business development and proposal operations. She has a 15-year history of nurturing collaborative relationships between executive leadership, business development teams, and operations support functions. Her contributions to corporate-wide initiatives have been invaluable for growth strategies to evolve from within the organization. Her guidance has helped develop and reinforce tailored and task-appropriate opportunity development processes. Marcia's expertise in delivering compliant, compelling, and winning proposals across every federal government domain and a variety of industries, from engineering & construction to IT to humanitarian initiatives, has made her a subject matter expert in adapting best practices, regardless of the field. She is an inspiration to many and has set a high standard for leadership.

In her personal time, Marcia loves being outside, hiking, off-roading in her Wrangler with her husband and two teenage sons, or hanging out at the lakeside beach in her community. 

A Cherokee Standards Award-Winner (2022) and two-time Guest Panelist for the annual Visible Thread Summit (2022, 2023), Marcia is a recognized thought leader in the field of Growth processes and solutions delivery.

Marcia has organized, planned, scheduled, and taught 30+ onsite workshops nationwide, conducting over a dozen interactive webinars and established several self-paced web-based workshops with follow-on technical assistance to participants representing more than 80 Native American Tribes, Alaskan Native Villages and Corporations and Native Hawaiian Organizations.

Marcia has established Proposal Operations as a critical function within a rapidly-growing $2B organization, building a multifunctional matrixed team to support and scale BD initiatives across 30 individual LLC companies.

Her true passion supporting small disadvantaged businesses (SDBs), especially Native Entity-Owned organizations that fall under 13 CFR 124.109 through 124.111, began in 2014 when she served as the program manager for a Tribally-owned company to support the SBA Office of Native American Affairs providing training on the 8(a) program to Native American Tribes, Alaska Native Corporations (ANCs), and Native Hawaiian Organizations (NHOs).

A proven leader in the fields of business development and proposal operations. Marcia formerly led the proposal operations group of a tribally owned enterprise. She formed and nurtured collaborative relationships between executive stakeholders, business development teams, and operations leadership to ensure pipeline opportunities reflected strategic growth goals and incorporated strategies focused toward winning. During her 10-year tenure, the organization grew from $600M in contract wins to well over $2B in FY23.

As a subject matter expert in collaborative BD best practices, she contributes to initiatives of corporate-wide importance by providing guidance to develop and reinforce tailored and task-appropriate processes. She oversaw technology implementation, process streamlining, change management and training for more than 250 geographically dispersed employees representing thediverse teams of corporate resources. She directed the adoption of efficient processes and tools spanning the entire business development (BD) lifecycle. She has led 8(a) and unrestricted businesses to form foundational best-practices in delivering compliant, compelling, and winning proposals across multiple domains and industries.
